Effective Connection Type (ECT) enum is passed from the browser to the renders as part of ResourceResponseInfo message. 

https://codereview.chromium.org/2883763002/ exposes ECT to the network state notifier in Blink to also provide effective connection type estimates. All the consumers of ECT in Blink should directly query the network state notifier in Blink instead of relying on ResourceResponseInfo message.
