Remove effective connection type from ResourceResponseInfo message

Issue description

Effective Connection Type (ECT) enum is passed from the browser to the renders as part of ResourceResponseInfo message. 

https://codereview.chromium.org/2883763002/ exposes ECT to the network state notifier in Blink. All the consumers of ECT in Blink should directly query the network state notifier in Blink instead of relying on the enum value in ResourceResponseInfo message. 

Once the consumers have switched, ECT enum should be removed from ResourceResponseInfo message.
