[Settings] Send do not track dialog to subpage

Issue description

in chrome://settings/privacy there is a toggle button to enable/disable the feature to send a "Do Not Track" while browsing. Toggling this feature on will bring up a surprise dialog. The user is prompted with a paragraph about whether they want to turn off the feature or keep it on.

This flow can be improved by providing the user with information about the feature before enabling it, continuing to provide that information while it is enabled, and by not popping up a surprise dialog from a toggle.

The solution I'm proposing is explain the feature in a subpage specifically for this feature where there is more space to explain the feature. In this proposal no dialog is used at all.

This is a 'programmer mock-up' of the UI, refinements can certainly be made, but this is the gist of it.

+1 for using a subpage. I did find it surprising as a user that toggling a slider
 - changes the slider state, but also
 - pops up a modal dialog.
 - Canceling the dialog resets the slider to the original state.

I think the subpage approach is less surprising, and still ensures that the explanatory text is presented to the user.

Minor nit: Maybe having the slider aligned with the primary text, and adding some more margin between primary and secondary text would look slightly better.

Yeah, I think that would look nicer too. 

Should/would the explanatory text then wrap edge-to-edge (by going 'under' the toggle); or should it still wrap earlier (like it is in #1 above)?

Yes, having the explanatory text take all space under the primary text + slider pair sounds better.

That looks great to me.

It also has the added benefit that all the explanatory text will be searched, as opposed to not being searched when residing within a dialog.

1. I agree with approach of providing a subtitle. However, I am wary of taking them to a new page just to read fine print.We can work with Shimi to distill the subtitle string which conveys what the user needs to know before taking the decision to toggle.


2. Wrt to the confirmation dialog behavior, need to check if this is a privacy requirement
