Issue descriptionThe CQ bot is very limited in its swarming capacity and is in dire need of more resources. We've recently deployed ~500 more N5s. I've got them in the staging right now and am trying to weed out the flaky/broken phones. Once the fleet is healthy and https://build.chromium.org/p/chromium.swarm/builders/Android%20N5%20Swarm is reliably green, I'll start work on moving them into prod.
