OS: Chrome

When you have ChromeVox on and you press the full screen key in the top row of the Chromebook, there is no real spoken alert to notify the user that they are now in full screen, or have existed full screen. We should add an alert to make this more clear.

Separately, there doesn't seem to be a way to maximize the window (instead of going to fullscreen mode) using just the keyboard.
