Cannot Edit CSS Styles

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Open a page
2. Inspect the DOM
3. Attempt to edit the css

What is the expected behavior?
The CSS should be editable

What went wrong?
I'm not sure. Hard refreshing the page / opening the same page in a new tab fixed the issue. It keeps recurring (seemingly) randomly and others on my team have reported the same issue.

Chrome version: 58.0.3029.110  Channel: stable
OS Version: OS X 10.12.5

Tested this issue on Mac 10.12.4 using chrome latest stable #58.0.3029.110 by following steps mentioned below

1.Opened a page
2.Inspected the DOM
3.Tried to edit the CSS Styles
4.Tried 8-10 times but unable to repro the Issue i.e. able to edit the CSS everytime
