What steps will reproduce the problem?
(1) Open a new tab, type the url of a slow-to-respond site, hit <Enter>
(2) While the tab title is still "Loading..." and the status bar says "Waiting for <domain>", close the tab
(3) Press <Ctrl-Shift-T>

What is the expected result?
The tab which I impatiently closed reopens and tries to contact the site again.

What happens instead?
The tab which I closed *before* that re-opens, as though the most recent tab had never existed.
