Can't enter international phone from a different country than the selected one.

Issue description

Repro steps:

1) Open a Payment Request that requires a shipping address on Desktop.
2) add or edit a shipping address
3) Set the country to Australia
4) Set the phone number to +1 415 555 5555
5) Save that profile.
6) Re-edit it (or look at the label in the general sheet)

Expected: phone should be +1 415 555-555

Actual: phone is +61 1415 555 5555

Same as  issue 723294 , except my formatting patch now exposes this more prominently. In  issue 723294 , Zach could not figure out why "+14155555555" would be considered invalid. After my patch, the explanation is that the validator and formatter both think of this number as "14155555555" without the "+". Therefore, it gets formatted into "+61 1415 555 5555", which is not a valid phone number for Australia.
