Implement Omnibox Active States for Zoom Dialogs

Issue description

It's currently implemented for all decorations except for zoom

I don't know that this is really "harmony" so much as MD top chrome followon work.

The issue is that the new zoom harmony dialog is not hooked to Cocoa's omnibox icons. The non-harmony zoom dialog works fine with it.
OK, but:

* This isn't marked Mac-only
* I didn't get an MD ripple "active" state on the pre-Harmony zoom icon on Win either

Thanks for letting me know, I opened  Issue 725806  for Views.
Unfortunately we'll need separate implementations for both
