Re-enable Button to toggle Auto-Discovery vs. Manual Printer Setup mode in first dialog

For the initial launch of CUPS in M59, only manual setup for a printer is supported. Therefore, we hid the ability to switch to the Auto-Discovery dialog (Add printers nearby).

We need to re-enable this button as we add in USB and Auto-Discovery setup workflows.

[CUPS] Re-enable the button to switch to auto-discovery dialog.

Re-enable the button to switch from the manual-add-printer dialog to
auto-discovery dialog. The button was removed in M59. We need to re-enable
this butten as we add in USB and Auto-Discovery setup workflows in M60.
