Evaluate if all SetChildBoundsDirect in PanelLayoutManager should snap to pixel boundaries

PanelLayoutManager has a number of calls to SetChildBoundsDirect(). Only one of these calls SnapWindowToPixelBoundary(). It seems to me they should *all* call SnapWindowToPixelBoundary.

I would be inclined to move the snap to pixel logic directly into aura::LayoutManager, that way it's less error prone.

Panel will be removed soon ( crbug.com/691099 ), but moving to LayoutManager sg.
