Crash in net::NSSCertDatabase::ListCertsImpl when installing a new client certificate on a device

Project Member Reported by w...@chromium.org, May 23 2017

Issue description

Chrome Version: 60.0.3100.0 (Official Build) dev (64-bit)
OS: Chrome

What steps will reproduce the problem?
(1) Wait until your device's client certificate expires.
(2) Try to connect to an authenticated Wi-Fi network.
(3) Follow the steps to fetch & install a new client certificate.

What is the expected result?

Expect to get a new client certificate.

What happens instead?

Chrome crashes when trying to store the newly-fetched certificate (see crash Id d6d0e18e40000000, for example).

This happens 100% reliably, every time I try to re-install a certificate.
