What steps will reproduce the problem?
(0) Navigate to chrome://settings/content/flash
(1) Ensure that both "Allow sites to run Flash" and "Ask first" are toggled.
(2) Toggle the control next to "Allow sites to run Flash"
(3) Toggle the control next to "Block sites to run Flash"

What is the expected result?
"Ask first" remains set (or should be reset to default) when Flash is enabled.

What happens instead?
"Ask first" gets disabled (i.e. we transition to the non-default state).
