Testing on ToT (00555778f4fc32501162d851633180b1fe0cec9f) on a Nexus 6P and a Pixel, respectively running Android N and O.

Steps to reproduce:

    1. Click on [Choose File] under the Photo picker header.
    2. Click on [Browse], which opens the system-provided Files app.
    3. Either dismiss the dialog (i.e. click on back) or select a photo.

Observed behaviour:

No file has been selected. Trying to open another file or photo picker doesn't do anything. I have to restart the browser in order to get another files picker. Are we waiting for a response from the Files app?

Expected behaviour:

Can select a file.
