Summary: Arrow{Up,Down} should consider THEAD and TFOOT (was: Table navigation inside contenteditable)
Arrow{Up,Down} moves selection in DOM order.
However, THEAD and TFOOT in TABLE is rendered at top and bottom of TABLE.
We should make Arrow{Up,Down} to move selection considering rendered position.

Note: flat tree traversal doesn't solve this issue. TABLE is rendered specially like
flex box and grid.
