Arrow{Up,Down} should consider THEAD and TFOOT

Able to reproduce the issue on Windows-7,Windows-10,Mac-10.12.4 and Linux using chrome stable version 58.0.3029.110 and canary 60.0.3108.0 with the steps mentioned in comment#0. This is Non-Regression issue observed from M30 #30.0.1553.0 and marking it as Untriaged to get more inputs from dev team. Thanks.

Arrow{Up,Down} moves selection in DOM order.
However, THEAD and TFOOT in TABLE is rendered at top and bottom of TABLE.
We should make Arrow{Up,Down} to move selection considering rendered position.
Note: flat tree traversal doesn't solve this issue. TABLE is rendered specially like
flex box and grid.
