Close button in new sign-in promo is read incorrectly |

Issue descriptionApp Version: 60.0.3108.0 canary iOS Version: 9.3.5,iOS 10 Device : iPhone,iPad Precondition. 1- Have one account stored in Signin. 2- Enable Signin Promo from device experimental settings. Device settings > Chrome Canary > Experimental settings > UI Settings > Enable Sign in Promo > Enabled. 3- Enable voice over from device settings. Steps to reproduce: 1- Launch chrome canary. 2- Tap on Recent tabs. 3- Scroll the cursor to close(X). 4- Send the app to background launch chrome dev. 5- Remove the existing account from chrome dev. 6- ReLaunch chrome canary > Tap on Recent tabs. 7- Scroll the cursor to close(X). Observed results: At step 3 : Close button is read as button. At Step 6 : Close button is read incorrectly. Expected results: Close button should be read as close button.
