Regression: Chrome crash is seen on clicking 'ADD PRINTER' button of chrome://md-settings/cupsPrinters page in Guest mode.

Chrome Version: 60.0.3105.0/9578.0.0 dev-channel Kip,Paine,Peppy,Blaze
OS: Chrome os

What steps will reproduce the problem?
(1)Browse as guest >> Navigate to chrome://md-settings/cupsPrinter page
(2)Click on Add printer button and Observe

Expected: Add printer manually overlay should get opened on clicking 'ADD PRINTER' button
Actual: Instead, chrome crash is seen.

This is regression issue as no such crash is seen in 60.0.3100.0/9554.1.0 dev channel peppy.

No longer producible. May be a duplicate of issue 708295.

(Note: I can reproduce this on 60.0.3103.0, but not on a ToT build)
