Issue descriptionChrome Version:60.0.3107.4 (Build official)(cohort:Stable)Revision ffa07b070c2b1dc5dd7c22bc8694f497bee5d538-refs/branch-heads/3107@{#6} (64/32 bit) OS:Windows(7,8,8.1) Precondition: Change browser language to 'french' from chrome://settings/languages What steps will reproduce the problem? (1)Launch chrome and press Alt+E to open wrench menu (2)Click on 't' and 'p' letter from keyboard and observe. Actual: Nothing happens after clicking on 't' or 'p' letter from keyboard present in wrench menu. Expected: Should open respective option after clicking on 't' or 'p' letter from keyboard present in wrench menu. This is a Non-regression issue seen from 'M47' series i.e 47.0.2504.0 Note: Issue not seen on Mac & Linux OS.
