Wimax disabled on next reboot after updating

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 9554.1.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3100.0 Safari/537.36
Platform: 9554.1.0 (Official Build) dev-channel daisy

Steps to reproduce the problem:
1. Switch to Developer Mode and switch back to Normal Mode.
2. On first boot, Wimax is enabled and able to connect - log in to Guest Mode, adding users, browsing are working
3. Reboot Chromebook
4. Wimax appears disabled - Go to settings page and Wimax shows as disabled.
5. Attempting to enable Wimax does not work, toggle remains as disabled.

What is the expected behavior?
Wimax should get disabled only upon user manually toggling it off. Toggling Wimax should also re-enable Wimax.

What went wrong?
Wimax gets disabled permanently upon the next reboot after updating to Dev 60, and cannot be re-enabled.

OS Version: 9554.1.0
Flash Version: 26.0.0.102 

First encountered this issue when updating from 57 Stable to 60 Dev. Able to reproduce this issue by also using Developer Mode to 'wipe' the device and switching back to Normal Mode.
Wimax remains disabled after encountering the problem and running a normal powerwash - not able to enable wimax after the power wash.

I don't remember this being an issue with Dev59 - still waiting for the omaha servers to release it as Beta 59.

Additionally, for some reason, the Settings page UI shows the old settings page instead of the new UI page. On another account, I could get the new UI Settings page. On this account, I got the old Settings interface page instead.

Updated the same CB to the recently omaha releases Dev60: 60.0.3112.0.
After rebooting from the update, wimax was enabled and I could sign in and browse the internet.
Upon reboot, wimax again seems to have been disabled by itself and cannot be enabled via settings toggle.

Same problem updating to the newer minor update 30.0.3112.10 - wimax works on reboot after update, but on subsequent reboot, wimax remains disabled.

Tested on a different CB and do not see the same problem.
I'm suspecting some wimax files might have been tampered with on the CB with wimax issues.

Will need to run more tests.
