Chromium renderer uses 40% more CPU than Safari on cbsnews.com

Issue description

Chrome Version: 60.0.3091.0
OS: macOS 10.12

What steps will reproduce the problem?
(1) Visit cbsnews.com (site archived at https://drive.google.com/open?id=0BwcLL5PHtZQHc2RHWUFYcWxxYVk )

What is the expected result?
Chromium and Safari renderers should use the same amount of CPU.

What happens instead?
Chrome uses 26.1% CPU vs. Safari at 18.4%. Quartz Debug shows no updates to the window content. JavaScript console shows painting and Chrome tracing shows a large amount of compositor activity on every frame.
