bluetooth: Investigate what happens to devices when adapter is turned off in Android and Windows

Based on the behavior we should update the state of the devices. For example on macOS once the adapter changes from "ON" scanning is stopped and all devices are assumed disconnected so our implementation marks all devices as disconnected and notifies of disconnection.
