UI to see list of currently registered background sync tags

Steps to reproduce the problem:
Right now, there's no way to see background sync tags have been registered. Can DevTool provide a UI for that.

Current Canary provides a UI for specifying custom tags. We've looked into the UI that shows pending tasks, but it looks like it has limited utility, as the events are short-lived.
