Issue descriptionChrome Version: 60.0.3091.0 OS: 10.12 What steps will reproduce the problem? (1) Visit wired.com (site archived at https://drive.google.com/open?id=0BwcLL5PHtZQHcEk3VTBuWllNdVk ) What is the expected result? Renderer should not spend any CPU painting to the screen (Quartz Debug shows there are no updates to the window) What happens instead? JavaScript developer console shows there is active painting (output attached).

I'm not sure we'll do anything about this. There are various reason why the compositor may not raster frames even though Blink is invalidating them.
