Write a telemetry waterfall test that measures the performance of --enable-heap-profiling=native

We don't want the performance to regress, so we should have a test. I think the test should actually run Chromium with --enable-heap-profiling, to make sure we're testing something reasonable.

Kraynov, that sounds like a dupe of that other bug (I am on a phone sorry, can't find it) you got assigned in December. Since we have the tracing_perftests harness, can we extend it with two extra browser tests, one with pseudo and one with native heap profiling for all major platforms? 
That should cover both functional and performance testing.
