Significant number of desktop users stuck in "must confirm sync settings" state

Issue description

Looking at Sync.InitialState, we see that a significant percentage of desktop usrs in the "Must confirm sync settings" bucket. These are users who have enabled sync, but have not completed sync setup (as determined by https://cs.chromium.org/chromium/src/components/sync/base/sync_prefs.cc?rcl=8c0f9ad2eac39026cb4f0a7312b5217e7094bc06&l=125).

Given how large a userbase this is, we should look into trying to get them out of this state.
 
 crbug.com/672225  is a related feature that would prompt these users with an error.

Assigning to pnoland, once https://codereview.chromium.org/2920853004/ lands this metric should start to decrease. Does it make sense to leave this bug open to make sure this metric is driven down? And circle back if it doesn't? Or should we just close this?
There's another bug for this(672225). I think we can just track the metric there?
