Issue description

Tabs and back/forward/reload buttons, etc. missing in browser frame.

It isn't clear how to trigger this consistently, but roughly:
On Windows 10 with Chrome 60.0.3104.0 (Official Build) canary (64-bit) (cohort: 64-Bit)
1. Open browser window with numerous tabs, some pinned. maybe my theme is related?

2. Click somewhere in the content area, switch tabs, etc.
3. Hover over the tabs and back/forward/reload buttons, extension actions, Chrome menu button.
EXPECTED: Everything paints correctly.
ACTUAL: Tabs don't paint or don't paint text; buttons don't paint icons.

See the attached image for a particularly bad paint.

Sounds like  bug 724474 , although  bug 652948  might also be contributing.  Both should be fixed on trunk.
