Cache Storage isn't updated in a timely manner

Issue description

Chrome Version       : 58.0.3029.110 (64-bit)
URLs (if applicable) : N/A
Other browsers tested:
have tested this issue:
     Safari: N/A
    Firefox: N/A
         IE: N/A

What steps will reproduce the problem?
(1) Open developer tools > Application
(2) Load a page that doesn't have any cached storage used
(3) Initiate something on the page that adds to cached storage

What is the expected result?

The UI is updated to indicate there are contents for cache storage

What happens instead?

The UI remains the same until the page is reloaded

Please provide any additional information below. Attach a screenshot if
possible.

This was reported by a user at the I/O 2017 Codelabs, but unfortunately I don't know which codelab.

Hi~

My initial thought is to grab the code from the codelab itself: https://codelabs.developers.google.com/codelabs/your-first-pwapp/index.html

If you use the 'final' code with the web server for Chrome you can see the issue right away.

I double checked Chrome Canary this afternoon and was able to reproduce the issue there. Let me know if this helps?

The view doesn't refresh automatically. Already tracked as  issue 669719  to at least make the refresh command more obvious.
