Make HostCache evict stale entries when they won't be used

HostCache stores lots of stale entries, but they aren't usable unless Cronet's stale DNS experiment is enabled. This could go up to a few hundred KB of unnecessary memory use. Fixing it would require significant changes to how the stale DNS experiment works.
