What steps will reproduce the problem?
(1) Run /etc/init.d/chrome-remote-desktop restart (note the lack of sudo)

What is the expected result?
The command should either fail with a message suggesting re-running as root, or should give a functional CRD session (though lacking the PAM session setup that requires root).

What happens instead?
An empty log file is produced, but no session is created.
