For issue 716280, I had https://chromium-review.googlesource.com/c/517237/ to clean up http post/get methods, but the change is much bigger for a cleaner solution. Filed separate bugs. For issue 725138, draft is done for the majority of work https://docs.google.com/document/d/1ZauyY_xDloQujmEwwkrY8kGzyENemQvU48L24oLgTCQ/edit . Will publish for review soon.
