The creation of multiple popups of file downloads causes unhandled termination of the browser.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64; rv:53.0) Gecko/20100101 Firefox/53.0

Steps to reproduce the problem:
1. Go to chrome://settings, advanced options and enable "Ask where to save each file before downloading".
2. View the file gchrome_download_popup.html and push the link.
3. Accept the question - "This site is attempting to download multiple files".

What is the expected behavior?
That the browser is not affected causing a termination of the whole application (including all possible open tabs).

I think it would be better not to create all windows dialog windows at one time, but create them while they are being treated.

What went wrong?
The entire browser may be affected by creating a malicious webpage, creating dynamically for example iframes elements and point them directly to files. Application events do not respond and cause the tab in question can not be closed.

Chrome version: 58.0.3029.110 (64-bit)  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 20.0 r0

Tested in Microsoft Windows 7, Microsoft Windows 10 and last stable version of Google Chrome.

Tested in chrome # 57.0.3029.110,Canary #60.0.3107.4 on win 10.0 & 7 and not able to reproduce the issue.Please find the screen cast for your reference.

@Reporter:Could you please let me know if i have missed anything and if possible,Please create new profile without extensions and apps.Re-check once and let us know the observations and please provide the server Id from chrome://crashes of the issue which would help us to triage the issue further.

All the steps done are correct, I have tried it again in a Microsoft Windows 10 Pro x64 operating system and Google Chrome version 58.0.3029.110 (x64) without extensions or apps, also provided in a Microsoft Windows 7 operating system. 

Attach a video in this commentary to be able to observe the possible anomaly.

Able to reproduce on Windows-10 & 7 using chrome stable M58-58.0.3029.110 and latest M60-60.0.3108.0 
This is Non-regression issue seen from M-35. So, marking it as Untriaged to get more inputs from dev team.
