Steps to reproduce the problem:
1. Chrome/View/Developer/DeveloperTools/Nothing Happens  OR
2. Click on 3 dots (upper right of taskbar)/More Tools/DeveloperTools/Nothing Happens  OR
3. Control-click on web page item/choose Inspect/Nothing Happens

What is the expected behavior?
1. I expect a widow to open with the tools in it;
2.I expect the area I click on to be highlighted and bordered and code to appear
3. Same as #1 

What went wrong?
I cannot access the tools no matter what suggested solutions I try

I have used these tools on a friend's similar computer and they worked perfectly; I am not sure why they are not working on my computer. I recently updated Chrome and upgraded the computer OS and still no effect.
