Add a GeolocationContext Mojo interface

This interface will have these methods:

GetGeolocationService(GeolocationService& request)
OverrideLocation(override)
ClearOverride()

//content will then be able to use a per-WebContents connection to a GeolocationServiceContext instance in order to group GeolocationService instances.

Summary: Add a GeolocationContext Mojo interface (was: Add a GeolocationServiceContext Mojo interface)
Note that the word "Service" in the above should be eliminated. GeolocationService will actually stay at the //content level as described in the design doc (https://docs.google.com/document/d/1V-HsypJveArl_LQox4ksxC7kTl7vnhlCudhbU6o0tRQ/edit#). This work is about GeolocationContext.
