Eliminate need for //content/browser to know about //device/geolocation internals for per-tab overriding of geolocation use case

Issue description

Devtools needs to be able to override the user's geolocation on a per-tab basis. Currently, content_browser hosts geolocation on a per-frame connection in order to easily support this. However, we're going to modify how this works in order to facilitate moving geolocation to be hosted by the Device Service. See blocking bugs for the concrete steps.
