Augment the callsites of SetGeolocationDelegate() to also call (in C++) GeolocationManager::SetClient()

This is an iterative step to allow the geolocation implementation to migrate away from using the GeolocationDelegate interface to using the GeolocationClient Mojo interface. As part of moving Geolocation to be hosted in the Device Service, this call will then be changed to occur via Mojo.
