Move obtaining of URLRequestContextGetter out of AccessTokenStore

- Add a GetGeolocationURLRequestContext() method to ContentBrowserClient
  - Will take in callback that gets called with the URLRequestContextGetter

- Have all relevant //content embedders implement this method as appropriate

- Change geolocation code to get the URLRequestContextGetter by calling this method rather than via AccessTokenStore::LoadAccessTokens()
