Regression: Gap doesn't seen between profile avatar icon and browser minimize button.

Issue descriptionChrome Version: 60.0.3107.0 (Official Build) 0461d19b57461980dde77a7f4f5e5c3c80d4dc4b-refs/heads/master@{#473482} 32/64-bit. OS: Windows-7. What steps will reproduce the problem? 1. Launch chrome, Maximize the browser window and observe the profile avatar icon at top right corner. Gap doesn't seen between avatar icon and browser minimize button. Gap should seen between avatar icon and browser minimize button. This is a Win-7 OS specific regression issue, broken in M-60 series, below is manual regression range. Good build: 60.0.3097.0 Bad build: 60.0.3098.0 Narrow bisect: https://chromium.googlesource.com/chromium/src/+log/54a03d79877c3cacd79e37e33ec715abb3460bd7..da9bbac7c610430c9b94142d83ce56ee1d4f2f87?pretty=fuller&n=10 Suspecting: r471279 @emx: Kindly help to reassign, if your changes are not related to this issue. Blargh. I hate how now we have a totally different Win 10 vs. Win 7 appearance and it leads to issues like this. As noted on the other profile button bug I just triaged, bsep@ has become the new owner of this button.
