Regression: Weird behaviour of profile avatar is seen on signing with sync passphrase

Issue description

Chrome Version: 60.0.3107.0 dev
OS: Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and observe profile avatar icon >> Go to settings and sign in to chrome with account which has sync passphrase >> While signing in observe profile icon
(2)Now sign out and observe size of profile avatar on top right of browser[Please refer video]

Expected: No text continuation(...) should be seen while signing in and on sign out avatar size should retain to normal.
Actual: Instead text continuation(...) is seen while signing in and on sign out profile avatar icon remains enlarged.

This is a regression issue broken in M60. 

Issue is not seen in windows.
