Regression: 'Remove' paper icon seen is not working at chrome://settings/content/notifications

Issue description

Chrome Version: 60.0.3107.0 (Official Build)0461d19b57461980dde77a7f4f5e5c3c80d4dc4b-refs/heads/master@{#473482}(32/64-bit).
OS: Windows(7,8,10), Linux(14.04 LTS), Mac(10.11.6, 10.12.3).

Steps:
1. Launch Chrome and navigate to chrome://settings/content/notifications
2. Observe

Actual: 'Remove' icon seen instead of action icon is not working.

Expected: 'Remove' icon should work.

This is a regression issue broken in ‘M-60’, will soon update the bisect info

Good build : 60.0.3102.0
Bad build : 60.0.3103.0

I as able to repro on Canary (no repro on ToT with Linux).

Those exceptions have a source of "HostedApp", so maybe they should be shown as controlled by an extension (rather than showing the remove (aka trashcan) icon).
