Regression: Notification gets blocked automatically after clicking thrice on close(x) icon of Notification bubble

Chrome Version:60.0.3107.0 Revision 0461d19b57461980dde77a7f4f5e5c3c80d4dc4b-refs/heads/master@{#473482} 
OS: Windows (7,8,10), Mac (10.11.6, 10.12.3)

What steps will reproduce the problem?
(1) Launch chrome, navigate to http://permission.site/
(2) Click on Notifications (bubble appears) and click on the cross(x) icon of the 'Notification' bubble 
(3) Repeat step 2 twice then click on 'View site info' bubble and observe under 'Notifications'


Actual: Notification gets blocked automatically after clicking thrice on close(x) icon of Notification bubble
Expected: Notification should not get blocked automatically after clicking on close(x) icon of Notification bubble

Note: Issue not seen on Linux OS

This is a regression issue, broken in 'M-60', will soon update the other info:
Good Build: 60.0.3096.0
Bad Build: 60.0.3097.0

This is not a regression: this is a new feature launching in Chrome M59. See crbug.com/697686
