Make navigator.sendBeacon() work again for Blobs with non CORS-safelisted types

Issue description

Taking over the task from  bug 490015 .

Once re-architecture described at https://bugs.chromium.org/p/chromium/issues/detail?id=695939#c8 is done, make navigator.sendBeacon() work again when called with a Blob with a type that is not any of the CORS-safelisted value for the Content-Type request header.

navigator.sendBeacon() must run the CORS preflight steps for such types.
