Regression: [DevTools] 'Target' drop down is missing under 'JavaScript Profiler' section.

Issue description

Chrome Version: 60.0.3107.0 (Official Build)0461d19b57461980dde77a7f4f5e5c3c80d4dc4b-refs/heads/master@{#473482} 32/64-bit.
OS: Windows(7,8,10).

What steps will reproduce the problem?
(1) Launch chrome and open DevTools window.
(2) Go to 'JavaScript Profiler' section from 'Customize and control DevTools' menu list and observe..

'Target' drop down is missing.
'Target' drop down should seen.

This is a regression issue, broken in M-60 series, will soon update other info.

This issue is not consistently reproducible. Hence marking it as WontFix.
