kevin sometimes gets ping time of 5 second on wifi

Issue description

Chrome Version: 59.0.3071.57
OS: CrOS kevin 9460.42.0

What steps will reproduce the problem?
(1) connect to wifi router
(2) run termux inside android instance
(3) ping.

What is the expected result?

ping time is around 1ms

What happens instead?

ping time is around 5000ms


Toggling wifi on/off seems to fix it for a while.
Does not always happen.

Happens with wifi router

It's okay to put buganizer URLs into public bugs.

Yeah, it's nice to have a public issue that people can watch. Ideally we'd use public issues to track problems on released devices, but I assume that the partner issue tracking this was filed before kevin's release.

Seems fine to have public tracking bug.  

This may or may not be the same root cause as b/35647816, but the symptoms are similar anyway.  

I'll note that you're on 59.0.3071.57, which means the newest "16.68.1.p116" WiFi firmware.  
Without getting more detailed info from the reporter (probably including a monitor mode Wifi packet capture) it'll be hard to verify it's the exact same issue. In the unlikely event we have one of the same routers around here, I could try that out. But we also have at least 1 repro case already, so another one might not be that helpful yet.

About bug trackers: Marvell folks have found it easier to use the partner tracker so far, and tracking bugs across different bug trackers is not that pleasant either.

well, to my excuse, I didn't find the internal bug until I filed this bug (I only saw mail threads going on), and probably doesn't hurt to have a public bug tracking this.
