Beta 59 older chromebooks need to disable chrome://flags/#disable-accelerated-video-decode

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 9460.34.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/59.0.3071.47 Safari/537.36
Platform: 9460.42.0 (Official Build) beta-channel lumpy and butterfly

Steps to reproduce the problem:
Starting this bug for chromebook users reporting video issues ranging from encoding errors, no video, no sound, pixilated video.

Disabling the flag fixes.chrome://flags/#disable-accelerated-video-decode

i attached a small example video to  issue 724812  to reproduce

fwiw, i haven't had problems playing videos from YT on my lumpy, so i guess it's codec related.
