More tools is inconsistent/confusing

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_10_3) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36 Steps to reproduce the problem: I was looking for the Layers panel and couldn't find it at all. I remembered it was under the three-dots menu (more tools) but couldn't find it. Then I discovered that there's *two* three-dot menus, which have similar, but not same items. What is the expected behavior? What went wrong? See attachment, you can see that the menus are nearly the same, but not quite. I'm not sure what determines which items are omitted, or what the logic is behind where the menu items live. Currently to find these "more tool" panels, I'll need to check both three-dot menus. That's cool. Just for my own curiosity, should the menu lists actually be the same, or is it intentionally that they're different?

We now rely on the "Command menu" (Cmd+Opt+P / Ctrl+Shift+P) for auxiliary features like those under More tools. When you hit it, you should see the list of the panels on top. 'More tools' is now there for accessibility mostly. It contains both optional panels like Layers and all the drawer views, so it is intentionally a superset... |
