chrome.tabs.onRemoved doesn't seem to fire for inactive tabs

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Steps to reproduce the problem:
1. Add an event listener to chrome.tabs.onRemoved. 
2. Open 2 or more tabs.
3. Close an inactive tab.

What is the expected behavior?
Event listener function will fire

What went wrong?
Event listener function does not fire. 

Did this work before? N/A 

Does this work in other browsers? N/A

Chrome version: 58.0.3029.110  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 25.0 r0

I am troubleshooting problems with https://chrome.google.com/webstore/detail/dont-close-window-with-la/dlnpfhfhmkiebpnlllpehlmklgdggbhn. I do not know how to make a test case myself.

The URL I already provided (to the extension) contains code that does it. I have pinged the author to see if they can provide test code.

I'm the author of the mentioned extension. Chrome's tabs.onRemoved works just fine for me and the mentioned issue is probably a bug in my extension (I have no previous experience with JS so I probably forgot to handle some optional fields, undefineds etc.).
As per C#6, can we close this issue as it is working as intended from your end?
Please confirm.
