Can't Access https://gsa.gov/

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/58.0.3029.110 Safari/537.36

Example URL:
https://gsa.gov/

Steps to reproduce the problem:
1. Type or paste https://gsa.gov/ in the address bar.

What is the expected behavior?
The U.S. General Services Administration website should be displayed.

What went wrong?
Chrome displays a Save As dialog and nothing else.  If I disable the "Ask where to save" setting, Chrome saves a 62-byte file named "download", the contents of which appear to be random or encrypted binary data.

Does it occur on multiple sites: No

Is it a problem with a plugin? No 

Did this work before? Yes Last time I checked this site.. maybe 1 month ago.

Does this work in other browsers? Yes

Chrome version: 58.0.3029.110  Channel: stable
OS Version: 10.0

This bug does not only affect Windows; in fact it is triggered on Linux with Chromium 58.0.3029.96. The following is my user agent: 

Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/58.0.3029.96 Chrome/58.0.3029.96 

Other pages within the site download other files with seemingly random content and names. 
The bug persists after an upgrade to version 58.0.3029.110. 
Same bug can be reproduced on Chrome for Android Version 58.0.3029.83
Still unsure if this is a client or server issue.  But what is needed here is a friendly error screen.  When requesting the root path, sites attempting to force a download are more than likely not providing what the user wants.

Tested the issue on windows 10 & 7 using chrome M58 #58.0.3029.110 and issue is not reproduced as give link "https://gsa.gov/" opens U.S. General Services Administration website as expected.

Attached screencast for reference.

@miqrogroove-- Could you please check attached screencast and confirm us if we had missed any steps in reproducing the issue.

Yes, it appears they've fixed the website this morning.  One of my friends found a MIME header problem on the front page, though I couldn't confirm it because Chrome's dev tools failed to display anything for the URL.
