In SavePackage::SaveNextFile, we could mark a SaveItem as finished if the frame is not found.

If that happens, we should remove it from the in_progress_items_ map.
Otherwise, when SavePackage dtor is called, this item will be then cancelled and hitting a DCHECK error.

Not sure if this is related to crbug.com/672818.
