Issue descriptionThe top shadow of the bottom navigation bar in Chrome Home is generated by a call to setElevation on the view. This results in an unchangeable, tiny top shadow and a colossal drop shadow. We can't make calls to setElevation in Chrome since it needs a higher min api level. However, it is possible to override this method in the class to use some static value. We probably want a shadow that we have more control over (as an independent view).
