Issue descriptionChrome Version: 60.0.3101.0 (Developer Build) OS: iOS Chrome DCHECKs and crashes when following the open-in-new-tab link at this page: https://www.w3schools.com/tags/tryit.asp?filename=tryhtml_link_target A DCHECK fails: [0519/151755.625362:FATAL:favicon_cache.cc(405)] Check failed: page_url.is_valid(). What steps will reproduce the problem? (1) Visit https://www.w3schools.com/tags/tryit.asp?filename=tryhtml_link_target (2) Tap VisitW3Schools.com! (3) Crash What is the expected result? Less crashing. What happens instead? Crashes.

This is different from the issue I solved with https://codereview.chromium.org/2880723002 . This happens when an empty URL is opened: the FaviconCache tries to update the favicon of a page with an invalid (empty) URL.
