Add test to make sure utility processes can launch successfully |

Issue descriptionWe keep having regressions where utility processes crash, and they are only caught when we notice new crashes on Canary channel. e.g. https://crbug.com/704747 and https://crbug.com/717429 - can we add a test to prevent future regressions? |
